Maqolada O‘zbekistonda davlat-xususiy sheriklik (PPP) mexanizmlarini rivojlantirish bo‘yicha xalqaro tajriba va ularni milliy sharoitga moslashtirish imkoniyatlari chuqur tahlil qilingan. Xususan, Buyuk Britaniya, Turkiya, Xitoy, Kanada, Avstraliya, Singapur, Malayziya, Hindiston, BAA va Janubiy Koreya tajribasi asosida ularning afzalliklari, kamchiliklari, risklarni boshqarish mexanizmlari va institutsional asoslari ko‘rib chiqilgan. Maqola davomida O‘zbekiston sharoitida PPP loyihalarini rivojlantirishga to‘sqinlik qilayotgan omillar, mavjud imkoniyatlar, moliyaviy va huquqiy asoslar chuqur tahlil qilinib, PESTEL va SWOT tahlillar keltirilgan. Shuningdek, maqolada statistik ma’lumotlar asosida turizm sohasida investitsiya hajmlari, ish o‘rinlari yaratish va xizmatlar sifatini oshirishga PPPning ta’siri yoritilgan. Natijada, davlat, xususiy sektor va xalqaro hamkorlik uchun 10 ta aniq taklif ishlab chiqilgan.

В статье подробно анализируются механизмы государственно частного партнёрства (ГЧП) в Узбекистане, международный опыт их внедрения и возможности адаптации к национальным условиям. Рассмотрены примеры Великобритании, Турции, Китая, Канады, Австралии, Сингапура, Малайзии, Индии, ОАЭ и Южной Кореи, включая их преимущества, недостатки, механизмы управления рисками и институциональные основы. В работе анализируются барьеры, возможности, финансовые и правовые аспекты развития ГЧП в Узбекистане с использованием SWOT и PESTEL анализов. Включены статистические данные по инвестициям, созданию рабочих мест и влиянию ГЧП на улучшение качества туристических услуг. Разработано 10 конкретных рекомендаций для государства, частного сектора и международных партнёров.
This article provides an in-depth analysis of public-private partnership (PPP) mechanisms in Uzbekistan, focusing on international best practices and the potential for their adaptation to national conditions. Case studies from the United Kingdom, Turkey, China, Canada, Australia, Singapore, Malaysia, India, UAE, and South Korea are examined, highlighting their advantages, disadvantages, risk management approaches, and institutional frameworks. The paper explores barriers, opportunities, financial and legal aspects of PPP development in Uzbekistan, employing SWOT and PESTEL analyses. Statistical data on investment volumes, job creation, and the impact of PPP on improving the quality of tourism services are included. Finally, the study proposes 10 concrete recommendations for government, private sector, and international stakeholders.
