The article on the basis of the “Code of Amir Temur” analyzes the importance of Kengash as a tool of the highest governing body in the administration of Amir Temur. In particular, the adoption of laws, management rules, decision-making, the definition and distribution of powers, the responsibility of participants, as well as other issues and tasks related to the convening of the Kengash. For Amir Temur, Kengash is an important factor in ensuring the political stability of power. Equality and justice were considered the basic requirements of Kengash, in which the centuries-old traditions of the Turkic peoples were observed. According to traditions, the opinion of each participant was listened to in Kengash, subordinated to the opinion of the community, and collegial decision methods were strictly observed.
