BASELINES OF DEVELOPING A METHODOLOGY FOR ESTIMATING MINIMUM AND RATIONAL CONSUMER BUDGETS FOR UZBEKISTAN

Сhanges taking place in all spheres of functioning of socio-economic system determine the need for a new strategy and methodological approaches to analyse the standards of living, with the primary goal to increase incomes and rationalize consumption structure of the population. The basis for measuring the level of well-being and incomes of the population with the needs of the individual and his/her family is their compliance with the regulatory consumer budgets, which act as a touchstone (basic criterion) in the system of indicators of the standard of living. Currently, the Regulations on the procedure for calculation of the minimum consumer basket and subsistence minimum in the Republic of Uzbekistan are being developed in accordance with State Program the «Year of support of active entrepreneurship, innovative ideas and technologies» for Implementation of the Strategy for Action on five priority development directions of the Republic of Uzbekistan in 2017-2021. The problems of studying specifics of volume and structure of goods and services consumption by the population and calculation of the cost of consumer basket in practice call for the development of methods for consumer budgets calculation, as well as a subsistence minimum for the population as a basic social standard.
