This article develops a model for effective management of strategic project portfolios in construction materials industry enterprises. A multi-criteria approach is proposed that integrates financial, strategic, technological, environmental, and risk criteria for project selection and prioritization. Projects are evaluated using AHP and TOPSIS methods, and an optimal portfolio is formed using the Strategic Priority Index (SPI). Practical testing of the model demonstrated a significant improvement in efficiency compared to the traditional approach.
