This article analyzes the impact of institutional and structural reforms on the development of small business and private entrepreneurship from a scientific, theoretical and empirical perspective. The study substantiates the role of small business in economic growth, employment, increasing population incomes, and forming a competitive environment. Based on the analysis of foreign and domestic economic literature, the quality of the institutional environment, legal stability, financial infrastructure, and changes in the structure of the economy were considered as the main determinants of small business development. In the process of empirical analysis, the dynamics of the number of operating and newly established enterprises and organizations in the regions of the Republic of Uzbekistan for 2010–2024 were studied. The results of the analysis showed that institutional reforms served to increase entrepreneurial activity, and structural reforms served to redirect small business to areas that create high added value.
