ИМПЕРАТИВЫ СИСТЕМЫ ВЫСШЕГО ОБРАЗОВАНИЯ В УСЛОВИЯХ РЕФОРМИРОВАНИЯ УЗБЕКИСТАНСКОГО ОБЩЕСТВА

Maqolada yangi bilimlar shakllanishi ta’lim sohasining innovatsionligiga bog‘liqligi ko‘rib chiqildi. O‘zbekistonda oliy ta’lim tizimining holati va uning rivojlangan mamlakatlar innovatsion imperativlariga muvofi qligi atroflicha o‘rganildi. Maqolada ijodiy jamiyat rivojlanishining asosiy omili uning intellektual salohiyati ekanligi ta’kidlandi. Muallif ijodiy iqtisodiyot o‘sishining asosiy, qo‘shimcha va yordamchi omillarini ko‘rib chiqadi. Iqtisodiyotning o‘zgaruvchan talablari, axborot-kommunikatsiya texnologiyalarining rivojlanishi, inson intellektual salohiyatining ahamiyatini oshirish sharoitida ta’lim jarayonini ochiq, o‘zini-o‘zi tashkil etuvchi ijtimoiy-pedagogik tizim sifatida takomillashtirish zarurati asoslab berildi, O‘zbekistondagi oliy ta’lim tizimini takomillashtirish bo‘yicha tavsiyalar berildi.

В статье рассматривается зависимость формирования нового знания от инновационности образовательной сферы. Детально исследуются состояние системы высшего образования в Узбекистане и ее соответствие инновационным императивам развитых стран. Формулируется тезис о том, что основным фактором развития креативного общества является его интеллектуальный потенциал. Автор исследует основные, дополнительные и обеспечивающие факторы роста креативной экономики. Обосновывается необходимость совершенствования образовательного процесса как открытой самоорганизующейся социально-педагогической системы в условиях меняющихся запросов экономики, развития информационно-коммуникативных технологий, усиления значимости интеллектуального потенциала человека, даются рекомендации по совершенствованию действующей системы высшего образования в Узбекистане.

The article examines the dependence of formation of new knowledge on the innovatiфveness of the educational sphere. The state-of-the-art of the higher education system in Uzbekistan and its compliance with innovative imperatives of developed countries are closely investigated. The thesis can be formulated that the main factor in the development of a creative society is its intellectual potential. The author explores primary, complementary and supporting factors of the growth of a creative economy. The article justifies the need for improving the educational process as an open self-organizing socio-pedagogical system in the context of changing demands of the economy, for development of information and communication technologies, for the emphasis on the importance of human intellectual potential, and gives recommendations for improving the contemporary higher education system in Uzbekistan.
