The rapid advancement of digital technologies has transformed the way governments operate, leading to the evolution from traditional e-government models to the concept of a fully digital state. This paper explores the process of transitioning from e-government to a digital state, highlighting the key drivers, challenges, and opportunities associated with digital transformation in public administration. Using a qualitative analysis of existing literature and case studies, this study identifies best practices for successful digital state implementation.
