The article develops a heliotechnical device for obtaining an electrostatic field and an optoelectronic source with an autonomous type of optical light that does not depend on energy. The device is based on the transformation of infrared radiation in the color of light. The system of equations of functional converters of the signal in the device is also shown in the schemes of direct connection of optrons and the principles of operation of other developed circuits
