The paper deals with the issue related to the definition of the condition assessment of the stability of the existence of organizational structures, presented as an active system. This defines the capacity of the organization. A planning process is presented as a building of the box with an orthogonal edge represents the relevant parts of the building. With the formation of the algorithm implementation reports specified plan, the active elements of the system, shows the effect of the message on the control stability. It is shown the possibility of assessing management effectiveness when activating the system management capabilities, assessing manipulability reports on implementation of the plan elements of the system and the role of the administrative control procedures for such valuation.
