This study characterized a BND 50/70 paving-grade asphalt binder used in Uzbekistan and evaluated four polymer-modification strategies designed to achieve a PG 76-28 performance grade. Testing included rotational viscosity, flash point, dynamic shear rheometer, rolling thin-film oven aging, multiple stress creep recovery, pressure aging vessel, and bending beam rheometer. The base binder had a mean viscosity of 0.625 ± 0.038 Pa·s at 135 °C and a mean flash point of 270.0 ± 8.49 °C. The optimized formulation had an S(60) value of 170 MPa and an m-value of 0.305 at −18 °C, with a critical low temperature of approximately −29.1 °C, classifying it as PG 76-28.
