The article provides a theoretical analysis of the number and scale of risks of railways passing through mountainous and foothill areas and their infrastructure facilities, the dependence of flood activity in these areas and the processes of their spatial and temporal variability, the development of emerging scenarios. Based on the developed scenarios, the development and installation of continuous local and space ground monitoring systems for the damage control and flood impact caused by emergencies in the mountainous and foothill areas are based on the developed scenarios. It drastically reduce the vulnerability of facilities to floods, eliminate risks. The risk expediency and resource management in the railway transport system by comparing the costs of preventive measures to mitigate the consequences are considered in the article.
