В данной статье приведена методика определения дополнительных эксплуатационных расходов в связи отказом от проведения планового «окна» по ремонту пути или отменой его менее чем за сутки и при переносе момента начала
планового «окна» по ремонту пути. Определены, что дополнительные расходы, связанные с отказом от проведения планового «окна» или отменой его менее чем за сутки зависят от расходов на зарплату сотрудников, причастных к организации и проведению «окон», расходов на передислокацию ремонтной техники и содержание сотрудников, обеспечивающих ремонтные и строительно-монтажные работы. Дополнительные эксплуатационные затраты ремонтных предприятий, участвующие в выполнении ремонтных работ возникают за счет содержания работников хозяйства пути, кондукторских бригад, локомотивов с локомотивными бригадами и расходов связанных с транспортировкой машин и механизмов с базы к фронту работ и обратно. Рассмотрены варианты окончания «окна» для определения размеров дополнительных эксплуатационных расходов при переносе момента начала планового «окна». Приведены дополнительные эксплуатационные расходы при сокращении установленной продолжительности «окна» и переносе момента начала планового «окна» с сохранением установленной его продолжительности.

This article provides a methodology for determining additional operating costs due to the cancellation or cancellation of a scheduled track repair window less than a day in advance and when a scheduled track repair window begins. It is defined that the additional expenses connected with refusal of carrying out of planned "window" or its cancellation less than a day depend on expenses for salaries of the employees involved in the organization and carrying out of "windows", expenses for redeployment of repair technics and maintenance of employees providing repair and building and erection works. Additional operational costs of repair enterprises, involved in the performance of repair work arise from the maintenance of track facilities, conductor brigades, locomotives with locomotive crews and costs associated with the transportation of machinery and mechanisms from the base to the front of work and back. The variants of the end of the "window" to determine the size of the additional operational costs when the moment of the beginning of the planned "window" is postponed are considered. Additional operational costs are given when the established duration of the "window" is reduced and when the moment of the beginning of the planned "window" is postponed while maintaining its established duration.
