ZARAFSHON VOHASI MISOLIDA O‘ZBEKISTON YOSHLAR TASHKILOTLARINING BANDLIK SOHASIDAGI FAOLIYATINING TARIXIY JARAYONI

Основная цель исследования заключается в историческом процессе деятельности молодёжных организаций в сфере занятости и трудоустройства молодёжи на территории Зарафшанского оазиса. Использован источниковедческий, структурно-функциональный, сравнительно-исторический метод. Изучение проблемы проведено согласно хронологической последовательности, сравнительного анализа и регионального подхода. В частности сопоставлены Самаркандская, Бухарская и Навоийская области, где молодёжные организации как «Союз молодёжи Узбекистана», Агентство по делам молодёжи, работают на основании планов мероприятий связанные с занятостью молодых людей. Исходя из полученных результатов, в статье рассмотрена историческая роль и нормативно-правовые основы молодёжных организаций. Социальная значимость проводимых мероприятий молодёжными организациями на примере Зарафшанского оазиса. Сущность законов направленных, на всестороннее развитие молодого поколения Узбекистана в сфере занятости. Отмечены предпринятые решения правительства относительно молодёжи по совершенствованию законотворчества за последние пять лет. В заключение исследования проблемы относительно деятельности молодёжных организаций, выявлен исторический опыт по организации трудоустройства молодёжи на примере Зарафшанского оазиса.

Tadqiqotning asosiy maqsadi Zarafshon vohasi hududida yoshlarni ish bilan ta’minlash va ish bilan ta’minlash sohasidagi yoshlar tashkilotlari faoliyatining tarixiy jarayonidir. Manba, tarkibiy va funktsional, qiyosiy tarixiy usul ishlatilgan.
Muammoni o‘rganish xronologik ketma-ketlik, qiyosiy tahlil va mintaqaviy yondashuvga muvofiq amalga oshirildi. Jumladan, Samarqand Buxoro va Navoiy viloyatlari taqqoslanib, yoshlar tashkilotlari “O‘zbekiston yoshlar Ittifoqi”, yoshlar ishlari agentligi sifatida yoshlarning bandligi bilan bog‘liq tadbirlar rejalari asosida faoliyat yuritmoqda. Olingan natijalarga asoslanib, maqolada yoshlar tashkilotlarining tarixiy roli va me’yoriy-huquqiy asoslari muhokama qilinadi. Zarafshon vohasi misolida yoshlar tashkilotlari tomonidan amalga oshirilayotgan tadbirlarning ijtimoiy ahamiyati. O‘zbekistonning yosh avlodini bandlik sohasida har tomonlama rivojlantirishga qaratilgan qonunlarning mohiyati. Hukumatning yoshlarga nisbatan so‘nggi besh yil ichida qonun ijodkorligini takomillashtirish bo‘yicha qabul qilingan qarorlari qayd etildi. Yoshlar tashkilotlari faoliyati bilan bog‘liq muammolarni o‘rganish yakunida Zarafshon vohasi misolida yoshlarni ish bilan ta’minlashni tashkil etish bo‘yicha tarixiy tajriba aniqlandi.

The main purpose of the study is the historical process of the activity of youth organizations in the field of employment and youth employment on the territory of the Zarafshan oasis. The source-based, structural-functional, comparative-historical method is used. The study of the problem was carried out according to the chronological sequence, comparative analysis and regional approach. In particular, the Samarkand, Bukhara and Navoi regions are compared, where youth organizations such as the Youth Union of Uzbekistan, the Agency for Youth Affairs, work on the basis of action plans related to the employment of young people. Based on the results obtained, the article examines the historical role and regulatory framework of youth organizations. The social significance of the events held by youth organizations on the example of the Zarafshan oasis. The essence of the laws aimed at the comprehensive development of the young generation of Uzbekistan in the field of employment. The decisions taken by the Government regarding youth to improve lawmaking over the past five years were noted. In conclusion, the study of the problem regarding the activities of youth organizations, revealed the historical experience of organizing youth employment on the example of the Zarafshan oasis.
