Мақолада давлат молиявий сиёсатида даромадларни қайта тақсимлашни CEQ (Commitment to Equity) методологияси ёрдамида таҳлил қилишнинг назарий ва методологик асослари тадқиқ қилинади. Шу билан бирга методологияда акс этмайдиган норасмий сектор бўйича ҳам Ўзбекистондаги жорий ҳолат бўйича мухтасар таҳлил келтирилган. Якунида услубиётнинг дунё мамлакатлари кесимида бир қатор давлатларнинг молиявий сиёсатида апробациядан ўтказилганлиги ва соҳани ислоҳ қилиш учун қўлланиб келинганлиги ҳақида ҳам олинган таҳлил натижалари баён этилган. Бунда фискал сиёсат орқали ижтимоий адолат ва барқарор иқтисодий ривожланишни таъминлаш мумкинлиги кўрсатиб ўтилган.

В статье исследуются теоретические и методологические основы анализа перераспределения доходов в государственной финансовой политике с использованием методологии CEQ (Commitment to Equity). Кроме того, представлена краткая аналитическая информация о текущем состоянии неформального сектора в Узбекистане, который в данной методологии напрямую не отражается. В заключение излагаются результаты анализа о применении методологии в ряде стран мира, где CEQ оценки прошли апробацию в финансовой политике, а также подчёркивается возможность обеспечения социальной справедливости и устойчивого экономического развития через эффективную фискальную политику.
This article explores the theoretical and methodological foundations of analyzing income redistribution within public financial policy using the CEQ (Commitment to Equity) methodology. Additionally, a brief analysis of the current state of the informal sector in Uzbekistan is provided, which is not directly reflected in the methodology. The conclusion includes findings on how the methodology has been piloted in the fiscal policies of several countries and has been applied to support fiscal reform. The paper highlights the potential of achieving social justice and sustainable economic development through effective fiscal policy.
