SECULAR STATE GOVERNANCE: SOCIO-PSYCHOLOGICAL TRENDS AND PRIORITY MECHANISMS IN MANAGEMENT DECISIONS

This article analyzes secular state governance from the perspectives of political, socio-psychological, and managerial psychology. Based on the Constitution of the Republic of Uzbekistan and the «Concept of State Policy in the Religious Sphere and Ensuring Citizens’ Freedom of Conscience,» the paper discusses citizens’ rights and responsibilities in governance, the formation of public opinion, social stability, and the psychological competence of civil servants. Additionally, the article examines the decision-making mechanisms of state leaders based on psychological factors from the perspective of managerial psychology.
