This scientific article emphasizes that the electronic library is not a competitor to the traditional library but represents a new phenomenon in library, bibliographic, and information services. The main advantage of the most advanced electronic libraries is that, regardless of the location of information and its users, electronic information systems provide universal access to information consumers worldwide. The electronic library is a relatively independent and promising form of library existence in the information society. It represents an integrated socio-technical complex that combines traditional and non-traditional library functions based on fundamentally new technical and technological foundations, including the use of innovative information resources.
