This article examines HC as a measurable economic asset, conceptualized by T. Schultz and G. Becker, where investments in education and health yield a high rate of return and ensure long-term prosperity. The Library is viewed not as a cultural institution, but as a strategic national asset and a key, socially equitable institution for targeted investment in the nation’s HC and Social Capital (SC). The Library serves as strategic infrastructure by: ensuring free access to scientific resources (General HC); catalysing innovation by creating «knowledge clusters» (SC); acting as a shield against disinformation (National Resilience); and promoting the Democratization of Innovation by providing access to high technologies. Library funding should be considered an investment, not an expense, with its value assessed using Key Performance Indicators (KPIs), such as the Retraining Coefficient and the Startup Catalyst Coefficient, thereby substantiating its role as the most effective long-term strategy for national competitiveness in the 21st century.
