This article analyzes the evolution of the emerging architecture of regional cooperation in Central Asia. It provides a comprehensive assessment of regional rapprochement processes developing since 2018, emphasizing the interconnection of political, economic, and institutional factors. The study reveals the gradual transformation of the Consultative Meetings mechanism from a simple platform for political dialogue into a stable institution of regional cooperation. The theoretical framework is based on neofunctionalism, soft institutionalism, and Karl Deutsch’s concept of a security community. Particular attention is given to the 2025 initiative proposed by the President of the Republic of Uzbekistan to transform the Consultative Meetings format into the “Central Asian Community” and to admit Azerbaijan as a full member. This development is interpreted as strengthening geo-economic and geopolitical interdependence between Central Asia and the South Caucasus. The conclusion argues that, unlike classical integration structures, the new formation is evolving as a coordination platform that preserves state sovereignty, while its future effectiveness will depend on the practical implementation of transport, trade, and infrastructure projects.
